Being located in North-East China, bordering with Russia, province is recognized as the “bridgehead” that is responsible for navigating cross-border governance. In this context, the patriotic education is part of Heilongjiang’s policy. However, as said in the brief the govenment in Harbin needs to self-limit in stimulating anti-foreign feelings.
